Ruby 3.0 is no longer supported and it's a pain to get it to build on Apple Silicon. I'm the version in .tool-versions to make it possible to release things manually until release please is setup for this repo.

What did we change?
Bump ruby in local development to 3.4.1.
Why are we doing this?
Ruby 3.0 is no longer supported and it's a pain to get it to build on Apple Silicon. I bumped the version in .tool-versions to make it possible to release things manually until release please is setup for this repo.
